The North Huron Board of Education, having worked with their Architect and Construction Manager, developed a comprehensive Bond Project List which the Board believes will meet the near-term and long-term facility needs of the District. The Board has approved ballot language which residents will be voting on at the May 8, 2018 election. North Huron Bond Proposal Q & A
Election Date - May 8, 2018
1. What is a building and site bond? A building and site bond is for large projects which are beyond the scope of the general fund for operations.
2. What is the estimated cost of the program? The bond issue is estimated to cost $7.95 million.
3. How many years is the bond term? The bond repayment term is 10 years, 9 months.
4. What would it cost me if the bond is passed? The following table provides an example of estimated costs to taxpayers.

5. What would the district use the bond proceeds for? Per the approved ballot language:
"Erecting, furnishing and equipping additions to and partially remodeling, furnishing and refurnishing; equipping and re-equipping school buildings; acquiring and installing technology equipment and technology infrastructure in school buildings and other facilities school buildings; constructing, equipping, preparing developing and improving sites at school buildings, athletic facilities, playgrounds and athletic fields; and at other sites."

6. Economically, is this a good time for a bond proposal? Current interest rates are near historic lows. As a result, if this bond proposal is approved by voters the low rates would reduce overall borrowing costs to our taxpayers.
7. Can I deduct these property taxes on my income tax returns? Please contact your tax consultant to discuss your specific circumstances.
8. Can money from the bond proceeds be used to pay for staffing costs? No, it is against state law. Bond proceeds cannot be used for operation expenses such as personnel costs, routine repairs & maintenance, or energy costs. Bond proceeds and expenditures must be accounted for separately from general operating funds.
9. Please explain what bond proceeds can cover and what they cannot cover?
Bond proceeds can be used for the following items:
- Construction and remodeling of facilities
- Purchase of technology equipment
- Equipment and furniture
- Site improvements
- Wages and benefits for personnel
- General operating expenses and maintenance
- Classroom supplies and textbooks
11. What is the deadline to register to vote? Voters must register by April 9, 2018 in order to be eligible to vote in the May 8, 2018 election.
12. Where will I vote on the bond proposal? Voting will take place at township polling places. Please check with your township to verify location.
13. What is the procedure for absentee voting? Information regarding the procedure for absentee voting can be found online at www.michigan.gov/sos. Click on "Elections in Michigan" on the left side menu, then click on "Information for Voters" or by contacting your township clerk's office.
14. Will this project employ local people in any of the components? The State of Michigan requires that all publicly funded construction projects go through a competitive bidding process which, in this case, would be handled by a construction manger to act on behalf of the District. All bids are handled through a "sealed bid" process and opened at the same time to ensure fair treatment to all bids. All bidders with the ability to perform the designated work are encouraged to bid including local vendors. If local vendors cannot bid on a project due to their inability to perform the work in its entirety or are not the lowest bidder, selected contractors may utilize local vendors if there are subcontracting opportunities. Additionally, even if a local vendor cannot be selected, there are opportunities for the local economy to benefit through the purchase of services and materials by the outside contractors coming into town or the potential for the awarded bidder to hire local workers to help complete the project.
15. What is the current bonded indebtedness of the North Huron Schools? The district is currently paying on two debt proposals: 2005 Refunding Bonds – 2017 millage levied at 2.31 mills ($2.31/$1000 of taxable value). The 2017 property tax payment was the last for this bond. The District will make the final payment by May 1, 2018. 2014 School Technology Bonds – 2017 millage levied at .14 mill ($.14/$1000 of taxable value). The 2019 property tax payment will be the last for this bond. The District will make the final payment by May 1, 2020. If approved, the Proposed 2018 School Building and Site Bonds would be funded by an average levy of 2.08 mills which is less than the expiring 2.31 mills. Property owners in the former Port Hope Community School District will also have millage levied through the 2023 tax year to pay the remaining Port Hope debt which was owed at the time of the annexation.
16. What are the key dates leading up to the May 8, 2018 election?
- Absentee ballots are available to voters on March 24, 2018.
- Final day to register to vote is Monday, April 9, 2018.
- Final day to vote by absentee ballot is Saturday, May 5, 2018.
- Polls are open on Tuesday, May 8, 2018 from 7:00 a.m. to 8:00 p.m.
